Upgraded build, No video signal, cpu fan doesn't spin

Hello,

Today I upgraded my PC with a new CPU, aftermarket heatsink and a new GPU.

When I try to boot, lights come on on all the components and the case fans spin. I also hear what I think is the harddrive booting up. Unfortunately, I have two problems.

1. No video signal. I tried swapping back in my old GPU (HD 6790) that was working yesterday and still no signal.

2. The new fan for the CPU spins for a couple of seconds and then stops.

Does anyone have any ideas for me? The CPU fan is plugged in. The case has no speaker so I can't listen for the BIOS post.
