Upgraded build, No video signal, cpu fan doesn't spin

Hello,

Today I upgraded my PC with a new CPU, aftermarket heatsink and a new GPU.

When I try to boot, lights come on on all the components and the case fans spin. I also hear what I think is the harddrive booting up. Unfortunately, I have two problems.

1. No video signal. I tried swapping back in my old GPU (HD 6790) that was working yesterday and still no signal.

2. The new fan for the CPU spins for a couple of seconds and then stops.

Does anyone have any ideas for me? The CPU fan is plugged in. The case has no speaker so I can't listen for the BIOS post.

Specs:
CPU: AMD FX-4170 Zambezi 4.2GHz Quad core
Heatsink: COOLER MASTER Hyper 212 EVO RR-212E-20PK-R2
GPU: SAPPHIRE Vapor-X 100352VXSR Radeon HD 7950 3GB 384-bit GDDR5
PSU: Corsair TX750 V2 750W
Memory: G.SKILL Ripjaws Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM
Mobo: GIGABYTE GA-990FXA-UD3 AM3+ AMD 990FX SATA 6Gb/s USB 3.0 ATX

Mouse lights up as well. Really looks like everyone is running but that fan and no video signal

Reseting CMOS and booting with only 1 stick of RAM didn't work either
