Bad ATI video card or MGC monitor?

I have a PowerColor ATI Radeon 7000 (Radeon VE) 64MB SDR video card with a MGC 997SN 19 inch monitor. I was hoping to get sharp text at resolutions of 1024x768, 1152x864, and 1280x1024 with a refresh rate of 85 Hz. Text is only reasonably sharp at 1024x768 and 75 Hz. Even at this setting sharpness is only fair. At higher resolutions than 1024x768 or higher refresh rates than 75 Hz, text gets quite blurry and there is a slight shadow on the right edge of characters. I have tried the latest official ATI drivers ( 6.13.3276 ) and the latest beta drivers ( 6.13.10.6011 ).
Are my expectations for sharp text reasonable for this combination of video card and monitor?
Is the problem most likely with the video card, video drivers, the monitor, or all three?

Probably the monitor or at least the Monitor Cable.
The giveaway is the shaddow to the right.
