Toshiba Satellite c655 wont boot

I hope this is in the right section, if not please feel free to move it.

Alright, here is what troubleshooting ive done and what the symptoms are.

Symptoms:
Will not Boot with RAM inserted, Lights come on for a second and turn off immediately afterwards.
Lights remain on without RAM inserted, but obviously will not post due to no RAM.
No error Beeps.

Troubleshooting performed:
Switched RAM Sockets, no dice.
Ordered new RAM, still same problem.
Removed all unnecessary parts(DVD drive/HDD) and attempted to boot, nothing.
Reseated the Processor (checked pins while it was out as well, they look alright) and reapplied thermal compound. sadly, nothing.
Reset the BIOS With and Without RAM seated, once again, nothing.

Any ideas on what to try next?

guess ill list the important Specs just to be safe

Satellite c655-s5082
Celeron 900m
2gb DDR3 1066mhz (RAM that i attempted to replace it with is a set of 2 2gb sticks of the same specs)
intel gl40 chipset

Test the hard drive with the drive maker's diagnostic software for DOS. The links are at the top of this page:

The download is usually an ISO file from which you can create a CD on a working computer using IMGBurn:
http://www.filehippo.com/download_imgburn/

Connect your laptop to mains power supply, boot your laptop from that CD and the testing software will open.

If the laptop will not even start up to boot from a CD, my guess is the motherboard needs replacing.
