Is this a Better PC Build for me ?!

I am going to build a new PC for the first time. I am a Budget Builder for this Time. The Specs are:
AMD FX-8350 Eight Core Processor
ASUS M5A78L-M LX V2 Motherboard
8GB Corsair XMS DDR3 RAM
1TB Western Digital SATA III 7200RPM HDD
Sony 24x DVD-RW Drive
Cooler Master Thunder 450 Watt Power Supply
Cooler Master Elite 311 Gaming PC Rig
Acer 15.6 Inch LED Monitor
HIS Radeon HD 6670 GDDR5 1GB Graphics Card

These were the specs for my budget build.
Please say something about this budget Build.

I will not be doing Hard core gaming.
I will also like to ask what will be the approx. windows experience index score for this build ?

Suggestions are most welcomed.

Get the hd 7750 or something better because 6670 is rather old. Looks good to me, I wouldn't change anything else here.

It doesn't matter at all. The windows exp. index is a load of baloney.

Stay away from Cooler Master PSU's if you can, they are not the most reliable. Try to get a Seasonic, Corsair, PC Power and Cooling, of XFX as they are more dependable brands.

Your best bet would be to post the actual PSU for one of the experts here to verify, as often they are manufactured by one company and branded for sale by another.

Yeah the WEI is about as baseless of a benchmark as you can get.

I'd have to know budget before suggesting parts.

I am living in India. My Budget is Rs.40,000.(This Includes Monitor, CPU Case, PSU, Keyboard and Mouse. This much I will not Change at all!)
My choice for CPU is either an Intel Core i7 Processor or an AMD FX-8350 Processor.
My Choice for RAM is 4GB/6GB/8GB
Graphics Card. You should suggest me for my budget
My uses are :
Some multitasking Performance .
I want great CPU and GPU Performance.
Facebook Video Calling.
I want fast Processing Power.

My External Budget (i.e-Monitors ,etc.) are as follows:
Monitor: Rs.4100
Keyboard and Mouse: Rs.900
CPU Case: Rs.2299
PSU: Rs.2899
