Are you interested in watching DVD's on your computer screen? If so, buy the DVD-ROM. It will also function as a CD-ROM. If not, a regular CD-ROM will be sufficient.

With this in mind, instead of having a CD-ROM and a DVD-ROM ... how about a CD-RW and a DVD-ROM? Then you would have two optical devices with different kinds of functionality. The CD-RW for backing up your computer programs, personal files, burning music CD's, etc ... and the DVD-ROM for playing games, listening to audio CD's, and playing DVD's.

I'd say only buy what you need - if you don't need the DVD capability, stick to a regular CDROM for now and upgrade / add-on later.
If you need CD writing, then go for a CDRW as well as a read-only device.
