I just purchased a Dell Dimension 8200 with 2 monitors that I need to hook up to it. How would you suggest I do this (relatively inexpensively)? A dual display video card? If so which one (+/- $150)? An second (PCI) video card? If so, which one and where can I find one? I'm not looking to play any games on this, but will just use it for Photoshop, Flash, and After Effects... Thanks!

It depends on which video card you have in it right now. If you have a slower card in there right now, I suggest upgrading to a Radeon 7500. Otherwise, get a PCI card like the GeForce2MX.

Get a dual head display card.
The Radeon is supposed to be good. the RadeonVE used to be the best for this things.
Stay away from Quadro2 MXR cards like the Elsa Synergy III.

If you don't need heavy 3D then get a matrox G550.
