Recommendations for cheap (non-gaming) PC

I want some recommendations for a cheap computer $200-$400.

I want to know if a computer like that could play Team Fortress 2 or a game like it, at medium settings. Would I have to get a graphics card or would the integrated Intel graphics work?

Also how well do the CPU integrated Intel HD graphics perform? I would like to know more about integrated graphics, specifically the kind on the CPU I picked.

Overall, I want to know how well this computer will perform with basic tasks, like watching videos and web surfing. I would like to see parts picked out, including a graphics card if you recommend it, and a review on my current parts. I also want to know if this is all compatible and if you put a graphics card on the parts you picked, I would like it to all be compatible.
