i have a dell inspiron 531....can i put a
evga nvidia geforce gts 450 in it

The GPU requires at least 400W to work properly, whereas your current PSU is only 300W. I suggest upgrading the power supply before doing anything else.

but after i upgrade my power supply.....can it work in it?

It says on the Nvidia website that 400W is the minimum you need to run a GTS 450. I'd recommend getting a 520 or a 550W, just to be sure. The PSU is the last thing you would want to cheap out on.
