Building PCs on Tight Budget For Practice

First time on Tom's Hardware so I hope I am posting in the right spot. Basically, I'm looking for some recommendations for cheap desktop computers that I can build (for practice, mostly: eventually I want to build my self high-end computers) and reasonably sell at cost or for a small profit on craigslist or ebay or something.

The idea here is to get practice with how computer hardware works and how computers are assembled, but to do it for very little personal financial cost. Are the barebones kits from tigerdirect.ca a good idea? (I should also mention that I live in Toronto, Canada).
