My PCIe_1 x 16 running at x4

Hey Everyone,
I just recently noticed that my Radeon 6870 is running @ x4 instead of x16.

I use GPU-Z 0.6.6, Saphire Trixx 4.3, and ADIA64 and they all say the same thing that the 6870 is running @ x4 2.0.
In AMD Vision Engine Control Center ----> Information -----> Hardware it says that my max bus setting is PCI Express 2.0 x4.

I have cleaned all my contacts on the card and cleaned out my PCIE x16_1 slot to no avail, updated my motherboard bios to the latest version(F11), and updated my video drivers to the lastest version 12.10, but still showing x4 2.o.

I installed an old Nvidia card that I had and it shows x16 @ 1.1 so I know that the PCIE x16 lane is working correctly. Has anyone came across someting like this before and knows how to fix it?

I just cant figure out if it is hardware or software (maybe chipset drivers and windows 8) that is the problem. Or if it is just not reading the card correctly. I have a 7.8 on the windows index score and P4333 on 3D Mark 11. Are these scores right?

Any help would be appreciated.

Yeah I installed the newest chipset drivers from Gigabyte for windows 8 (version 8.982) and have the video card in my PCIe_1 x16 slot. I also have it set PEG in the bios which is meant for the first PCIe_16 slot. I just cant figure it out. Would the old NVidia card read x16 if the chipset drivers did not work?
