Does DRAM Timing Control Relate to Performance....

I know that if you set it to fast, fastest (turbo), the performance should thoeretically increase (depending on the ram). My question is, if my ram doesn't even like the fast setting at 140fsb is my ram not that good? I have PC3000 Ram by OCZ and I would believe it should perform a little better than what I experience. It runs find at 133 and in fast mode but that's it.

Send it back, it should be performing better than that.
