No you cannot the PSU is only putting out 17 amps of power on its 12v rail. The demand for the amps required by the Gts 450 card will most likely have trouble once you plug the new graphics card in the Pci-e slot, consider buying a better Psu first. Check how many amps on the 12v rail the Gts 450 card needs to run stable.

    power requirements of a gts450
GTS 450 1GB video card requires a 400 Watt or greater power supply with a minimum of 22 Amps 12v rail.

Well I'm someone similar to Jackyicy
    My PC specs are:
    Ram: 2gb
Processor: dual core CPU E5800 @3.2 GHZ
    Win 7 ultimate
    cabinet 230V
though I don't about my 12V rail current rating.
So can I buy MSI NVIDIA GTS 450 1 GB
if not please suggest a GPU to play Battlefield 3 or nearby config games?
