Should my computer be able to Run Tera at a steady 60 fps?

Hello everyone. I just recently bought a Geforce Gtx 660 ti to play games like Tera online, and other various MMOs at a steady 60 fps. While the 660 ti offers a noticeable improvement from my previous graphics card, it still continuously spikes from 50 fps to 40 to 35 and back again in a matter of seconds, which is very jarring and annoying while trying to play.
Here are my specs:

CPU: Intel Core i7 920 @2.67GHz
RAM: 6.00 GB Triple-Channel DDR3 @ 534 MHz
Motherboard: MSI MSI X58 Pro-E (MS-7522)
Graphics card: Nvidia Geforce GTX 660 Ti

Is there any portion of this that should be upgraded in order to run Tera? My monitor is a 60Hz, not 120, does that make a difference?

MMORPGS tend to be HDD intensive, running the OS and the game from a SSD would make the game runs MUCH better. GET ONE!
