Short answer is you can't.
Well in theory you can if you had the source code and were a developer, then
you could just re-write the game for Windows.
However it is possible to "emulate" a different platform on Windows... Not
sure if anything's been done on the PlayStation front, but there are a
number of Mega Drive/Genesis NES and SNES emulators.

ePSXe is the best PS1 emulator. Plays 99% of the 120+ games I have. On top
of that, it'll play burned copies np, even ones like FF8 which to play under
a modded PS1 need to have the ISO of the game patched before burning to
play. If anything, depending on your system, speed may be an issue, e.g. my
P733Mz is about right for most games but my P2.8 runs them a little fast.
I can recommend one thing if you like to play PS1 games on your pc. There's
a USB adapter that allows one to connect a real dual-shock controller to a
pc and everything works, e.g. ff, all 12 buttons, both joysticks and the
pad. Makes it "nicer" not having to remap buttons from the original to
"whatever you have".
