Problem with geforce 650 ti

So I got a new geforce 650 ti and installed it and it worked. Then I restarted my computer and it does not work. I can only open my computer in safe mode and safe mode with networking. The safe mode with command prompt does not work either. I put in my old graphics card and it works.
Any idea what the problem is?

Off hand I'd say you didn't delete your old drivers, and/or you
didn't enable the BIOS for the PCI-E slot.

Enable your PCI-E on bios ^ like tom said

And check the drivers/update them
