Why is does my laptop seem slower than it should be?

So I recently bought a new HP Envy m6 thinking that it would replace my home built desktop computer. I intended to use it specifically for gaming, however, the performance of my laptop seems to be a lot worse than that of my desktop pc. It should be noted that my desktop in running Window 7, while my laptop is running Window 8, but that really shouldnt be making that much of a difference.

So I compared the performance of Far Cry 3 between the two and on my desktop pc, I could run the game on "very high" setting with no lag at all, whereas on my laptop, even the "medium" settings had minor lag.

Laptop Specs:
Intel i7 2.2 GHz processor
8Gb RAM
1TB HDD
ATI Radeon 7670M 2GB

Desktop Specs:
Intel i5 3.3 GHz processor
8Gb RAM
500Gb HDD (nearly full)
ATI Radeon 5700 Series also 2Gb i think...Might be 4gb, not sure.

Well, Laptops generaly seem to have lower clocks because of heat issues with laptops.
(Im assuming you know this) Could alsobe a W8 thing. A few games on my sister W8 laptop with a 7670M were quite laggy. But Far Cry 3 Looks to use quite a bit of CPU power as well a GPU power.
