Your post and your subject is misleading. But I'm guessing your refering to 650 Ti. if that's the case, I would ask if they have the same price. If so, I would go with 650 Ti. Because it is better and realistically best at that price range.

I wouldn't suggest you more expensive card because I guess your on budget. So I would go with 650 Ti if I were you.

If you follow this one as I've tried to backread some threads, http://www.tomshardware.com/reviews/geforce-gtx-660-geforce-gtx-650-benchmark,3297-24.html. You could see the 7770 is over 650. But I couldn't find benches of games that you listed, So i checked a almost similar game, FC2. http://www.guru3d.com/articles_pages/geforce_gtx_650_msi_power_edition_review,11.html. 650 only wins by a small margin. But 7770 wins in other games by small to huge margin. So basically 7770 is the better card.

if its gtx 650 non Ti then blindly go for hd7770 and if you are on tight budget then go for hd7750, use sapphire trix and set Board Power Li to 20 and see the magic!!
