If I get the EVGA 01G-P4-2650-KR GeForce GTX 650 1GB 128-bit GDDR5 will it work with my computer? It says that it requires a 400 watt power supply. I have a 380 watt psu. How would this effect performance of the gpu?

It wouldn't affect performance of the GPU, but it could cause your power supply to fail.
Would you mind posting your system specs? If you have a lower power system you might be alright with the increased load for the time being.

What is the brand and model of your PSU? Does it even even have a PCI Express cable? Does it have enough molex cables to power the card using the PCI Expess adapter cable?
