I've been playing on a 4-6 year old (can't remember) Emachines computer with 896 mb of ram, after not being able to play starcraft 2 on low settings anymore, I got tired, so I started looking things up and decided to build my own pc on a budget.

So would the parts of the be compatible with each other? If not please tell me what I should change to fix.

This would be better than what you have picked out. Playing most games at high.

No need for fans since it won't be that hot.
No need for sound card because motherboard has one.
No need for cpu cooler since there is a stock cooler when you buy the CPU.

I made some changes, i changed the cooler for a better one, for just a bit more, you don't need the sound card, with the money of the sound card, get a better motherboard, the msi has the realtek ALC892, and it supports any FX cpus, it's a better motherboard, the 7770 is better than the 650, so i listed the 7770.
That psu isn't good, the antec neo 520 is a quality one, it's 30$ after promo code.

If you can add the FX-6300, the better in that list.

If I install windows xp would I be able to replace it with 7/8 later?

Yeah, you would need to reformat your hard drive.

Yeah but you won't be able to use an FX-6300 with it. You would need an A10-5800K which is a far weaker CPU. The integrated graphics are good, but it won't get you very far gaming.
