Very low power target status ASUS GTX 670 DirectCu II.

Specs:
i5 760 4ghz 1.4v (stable for 2 years+)
6gb Corsair ram 1600mhz 1.65v
Asus GTX670 Direct CU II stock
ASUS P7P55 LX
Corsair 650w TX
1080p monitor


Seems to be a wall at around 32%

What I've done

Went back one driver step (no difference)
Changed 6pin connectors to adapters
Tried 4 different monitoring tools
Various stress tests and games maxed out

Is there a bottleneck of some sort? Need any advice because im stumped.

Nobody seems to know, so ill just return it..

must be a bad card. these asus cards must really have alot of bad ones..
