Horizontal waves on games!

Hey'all! Happy Christmas! I'll give you the entire story! But first you'll have to excuse my poor poor English and lack of Computer knowlegde. I recently moved my computer from my basement to my other room up stairs. Everything was working fine untill I started playing LoL. Then I started noticeing "transparent, see thourgh waves" It's were really annoying. So I started searching for updates on my graphic driver. It's on the newst update already, I've checked the cable and its nothing wrong there. But the worst is that on Skyrim, when its get dark. The "waves" is very clear, and so bad its not even fun anymore. So hopefully you'll have a tip that might help. Ill post a picture, and ive panited it, so it can illustrate how I see, it cause it wont appear on the screen shot or steam pic.
