On a scale of 1-10, what would you give it. Keep in mind my budget is $700.

You can get a better card, in my opinion the fractal design core 1000 is better as a micro atx case, also you don't need 500W, the corsair CX430 is suffice, there's cheaper parts out there, this allows you to get a 7850, which comes with two games free, the i5-3470 has the same performance as the i5-3570 and it's cheaper.
My suggestion : http://pcpartpicker.com/p/Cjwc

There's some custom links, for ncix usa, pcpartpicker is currently bugged, it doesn't show ncix parts.
The cpu : http://us.ncix.com/products/?sku=72279&promoid=1312
The ram : http://us.ncix.com/products/?sku=74758&vpn=PV38G160C9K&...
The gpu : http://us.ncix.com/products/?sku=77797&vpn=FX-785A-ZNL4...

Ncix offers free shipping with 100$ or more in the cart.

Its hard to rate a build on a scale like that, dont know, you just cant.

Only thing I would improve of the build would be a bigger (and faster) HDD.
Seagate Barracuda 1TB 7200RPM. $80
http://www.newegg.com/Product/Product.aspx?Item=N82E168...
Otherwise the build is fine for your purpose, no particular need to get anything better.

How it's not compatible ?
The fractal design supports micro atx motherboard, the h77m is a micro atx one.
You mean the usb 3.0 header, that's optional, it has two usb 2.0 in the front, the motherboard has two usb 3.0 in the back

USB 2.0 is slower, usb 3.0 is faster, but the question is do you need a usb 3.0 on the front ?
Because the motherboard has two usb 3.0 on the back, if it's for a mouse, or keyboard, there's no difference if it's usb 3.0 or 2.0

ehhh, sort of right but not.

Analogy time here.
6 of cars need to get down a 6 lane freeway, no issues there as each has their own lane. You can have 6 cars moving down the freeway per second.
But if 12 cars had to go down, you run into issues as you need to put 2 cars in a lane, which slows it down to 3 cars per second (Doesnt make much sense using cars and freeways, but that's how it works with computers).

USB3 over USB2 is equivalent to having more lanes on the freeway, not necessarily faster cars.
It allows faster speeds to be achieved due to the greater bandwidth, but if a device doesn't use that bandwidth, there will be no performance difference between USB2 and 3.

It was to be said it was faster if some device pushes beyond 480/280 mbit/s.
The usb 3.0 has a higher bandwidth up to 5 gbit/s.

What do you think about the Antec 300 case.

The antec is also a good case, but it's more expensive, the nxzt source 220 is a solid, quality case and it's cheaper.
