Hi there.

I'm trying to build a budget gaming PC, here is what I have.

Questions:
Do you think I need better cooling?
Will I get good FPS in most games with this setup?

Thanks.

Get a second 4GB stick of RAM so you can run in dual channel mode. Also I assume you'll be using that WLAN card, if so you should really upgrade to a 802.11n (or 802.11ac) card.

am pretty sure this is a pre-built pc. as such no its not the best you can build for the price you seem to be paying.
replace the fx-6100 with an fx-6300 , buy a cpu cooler like noctua or hyper 212 evo if you plan to overclock, add another 4gb or ram, change the graphics from 650 to 7770,change the power supply to a antec neo 520 or corsair cx500

The video card should be a 660 and if you can't swing it then a 2GB 650. Also you want a 4300/6300, processor names will be Vishera. Will you get good fps? Yes, assuming you get an aftermarket cooler and some thermal paste, and take the processor speed up to 4000mhz minimum, and 4500mhz preferred. The CPU OC along with a 660 and your fps will be good.
