Need help troubleshooting first build

So here is my build:

Cpu: i5 3570k
Psu: seasonic x850
Ram: 8gb gskill sniper
Mb: asrock z77 extreme 4
Gpu: sapphire hd 7970

This is my firat build and i thought i had it under control but now im lost. Ive got everything hooked up as per the newegg how to build a computer video. But when i hit the power button on the motherboard nothing happens. I tried this build about a month ago and the same thing happened. That time i measured the output voltage on the psu amd got nothing. So i sent it back to newegg amd they said it was a valid complaint and sent me a new one.

Well tje same thing is happening again now and im at a loss for what to do. I find it hars to believe that newegg would send me another broken psu... especially since seasonic is supposed to be reliable. I guess ill find out when i find my meter. But until then, do you guys have any suggestions of what else could be going on here? I sont even know where to start ithink ive gotten in over my head

Have you checked the header wires from the case to the motherboard to be sure they are hooked up correctly.

Hi,
Have you checked all your mobo power connnections for security and being fully home,
ie the large plug that may have aditional two pin plug with and the atx plug.
