Help building low-end computer

Hi there. I recently bought many low-end computer parts in an attempt to build a computer for my father. However, after putting everything together, the computer will not turn on. The CPU fan spins about a half-inch, but then nothing ever happens. The parts that I am using are at http://pcpartpicker.com/p/CpX8 .

Is there something that could be incompatible with these parts, or could it be just user error on my part? Thanks!

The power supply is probably DOA. Logisys PSUs are not exactly safe nor reliable. I got a Corsair CX430 to replace it; its much better.
