Help building low-end computer

Hi there. I recently bought many low-end computer parts in an attempt to build a computer for my father. However, after putting everything together, the computer will not turn on. The CPU fan spins about a half-inch, but then nothing ever happens. The parts that I am using are at http://pcpartpicker.com/p/CpX8 .

Is there something that could be incompatible with these parts, or could it be just user error on my part? Thanks!
