Computer keeps restarting every 2 seconds

Specs.
Gigabyte P55A-UD3 mobo
Corsair 850W PSU
Intel i5 LGA 1165 CPU
Zalman cpu cooler

Computer is 2 years old and was running fine.

During last night's snow storm I lost power for about 5 seconds or so. Power came back and since then computer runs for 2 seconds then shuts off and repeats. Ive tried making sure no wires are touching anything, resetting the cmos, unplugging all but necessary hardware (psu, mobo,cpu and fan, and ram) Tested both sets of ram to see if one faulty, now stuck. Had a expensive power surge protector on and nothing else was effected that was connected to it or in the house.

Computer always maintained clean and no visual of anything blown or damaged on mobo. Any suggestions or help would be appreciated at this stage. Thanks!

*Just an Update*

Still have not resolved issue, but have tried re-seating the mobo, and swapping out the PSU with the same result as stated above. My feeling is maybe the mobo...
