Pc cant detect monitor no boot up

Hello,
i have built a new pc ive tested all parts and they work . but i canot get it to boot whilst using my lcd tv as the monitor although it has via. the tv works fine on other pc. It wont even boot to bios i just get one long beep and 3 quick beeps . it is using the onboard graphics which im 100% sure are ok .could it be a problem with an incompatability between the pc and the tv which is a samsung 2371b
