What is a good quiet case fan that is cheap

That will work well enough for a front or side case fan. It shouldn't be too loud, but if it is just go into the BIOS and turn down the fan speed (as long as you're not overheating). Cooler Master is a decent brand for low price fans.

They run at 2000RPM, that's not quiet in my opinion. I'd find something 1000RPM or lower if you want quiet, maybe 1200RPM max.
