I want to get something for my first pc with a budget about $400. I am kinda new to this and just need to see if this is a good build. The future will be to upgrade to allow crossfire and have a more powerful unit but my current budget is low. I want to be sure this will not restrict me in the future when trying to upgrade.

Don't cheap out on the psu, also if you're going with a discrete card, get the x4 965 BE, it's a better cpu, it's not a good idea to crossfire two 6770.
For just a bit more you can get a 7850 it will be the best, my suggestion :
