Upgrade from 9600 GT?

I've bought for Christmas a monitor/tv that can support a 1920 × 1080 resolution, and i'm looking to upgrade my trusty old 9600 GT to something that can support that resolution and still run with 30-40 fps in games like Starcraft 2 / Skyrim or even newer games.

My budget is around 70$ (don't ask), and I would prefer a nvidia card (if there is one for that money that can fulfill my criteria)
I was considering the GT 630 1GB but I read a couple of reviews and some said it's even worse than my current one.

Processor: Intel(R) Core(TM)2 Duo CPU E8200 @ 2.66GHz (2 CPUs), ~2.7GHz
Memory: 4096MB RAM
PSU: Raidmax 500W

I realize I need to upgrade my whole system, but right now I'm looking to see if it's worth to upgrade just the graphics card.

No card around $70 will play starcraft 2 or skyrim on 30-40 fps.

With my current one I can play Starcraft 2 on ultra at 25-30 fps
