7970 Unsure if faulty?

I've had my HD Diamond 7970 3 gig for quite awhile now, almost a half a year to a year. I'm not sure if this card is faulty or not with the frames I'm getting. On 720p the frames seemed excellent but now that I have my new asus 23" 1080p monitor they seem really low. bf3 on ultra on a small map my frames were 35-70 and that was with an overclock on max sliders, stock settings had an even lower max fps. With msi afterburner up the card usage is hitting 99% so it's not a bottleneck issue, could I be running into memory problems possibly with 6 gigs of triple channel g.skill 1333mhz?? My card doesn't add up to all the benchmarks and scores that other 7970's have been accomplishing on 1920x1080 and this bothers me greatly, any help would be highly appreciated. Could power cables not being properly plugged in cause issues like this? Or possibly corrupt/damaged ati drivers??

PC SPECS:
core i7 950 @ stock (3.2ghz)
Triple channel g.skill 6 gigs 1333mhz
Corsair 750 psu
Gigabyte x58a ud3r mobo

Thanks,
Derek

HUUUGE Difference, Where I was getting 40 fps I am now getting 60-70 frames, Frames are where they should be now thank you very much. I also switched around some power cables and made sure it was plugged in 100% properly and sitting in the pci slot properly along with everything else. Frames are much better now, again I thank you.
