Screen Tearing in Desktop

Hello,
I seem to be experiencing screen tearing within the desktop. For instance, while I'm scrolling in a pdf file (with just a white background and black text), it seems like the screen tears in a similar manner to games without vsync on. I'm not sure if this happens outside of pdf files, as it's a bit hard to see sometimes while, say, browsing the web. Any thoughts?

Hello,
Thank you for your responses. My GPU is not overclocked by me, though the EVGA GTX 660 FTW Signature 2 is factory-overclocked (my CPU is not overclocked at all).
I believe my monitor is an Asus VH236H: http://www.newegg.com/Product/Product.aspx?Item=N82E168..., though to be honest I'm not 100% sure about this (I'll be able to verify later, but I'm pretty sure this is correct).
