My Graphics Card Is Always In Idle?

Well about a week ago I have purchased a Sapphire 7850 1GB edition, not the OC, just the regular edition. Today I decided to finally test it on a real game, and play Far Cry 3. I noticed that my Memory Clock and GPU clock are always stuck at 150, even when i'm gaming, which makes Far Cry 3, AC3 or any other game impossible to play, even on the lowest settings, I tried OC'ing it, restoring factory defaults and I can not find a solution for this, please help!
