My Graphics Card Is Always In Idle?

Well about a week ago I have purchased a Sapphire 7850 1GB edition, not the OC, just the regular edition. Today I decided to finally test it on a real game, and play Far Cry 3. I noticed that my Memory Clock and GPU clock are always stuck at 150, even when i'm gaming, which makes Far Cry 3, AC3 or any other game impossible to play, even on the lowest settings, I tried OC'ing it, restoring factory defaults and I can not find a solution for this, please help!

Ah sorry foolish of me to forget that.

Mobo: Sabertooth 990fx
CPU: AMD-FX 8150
Power Supply: Corsair TX750 V2 - 80 PLUS Bronze
OS: Windows 8 64 Bit. (This happened 3 days ago as well, when I still had windows 7 64 bit.)
And Obviously GPU: Sapphire 7850 1GB DUAL-X

Is some Background application Using your CPU Usage?

Check it through Task manager.

Unless I am gaming my CPU usually sits at between 6%-7% and goes up to 40-50 when I am gaming.

I actually solved it by uninstalling the drivers, the card works as it should now, and every game runs well. Even though it runs now should I send my card to be repaired?

Nope.
I guess its some kind of problem caused by Software settings of your AMD Drivers.
