Video card not detected

I have a Dell Vostro 260 mini tower and recently put a video card in the available pci-express slot in order to use dual monitors.

The video card I used is the GeForce GT 610. The slot appears to have power as the fan on the video card is working, however the computer does not detect it at all. Driver installation fails because the card isn't detected, and I've uninstalled the integrated drivers in hopes that it would be detected with no luck.

There is also no BIOS option that allows me to select the pci-e slot as my primary video source.

I know the card is functioning properly as I have tested it in another PC. Is there someway I can test if the pci-e slot is bad?

The processor in the computer is an i5-2400, and the BIOS version is MS-A08.
