Possible graphics card problem?

I just ordered myself a new custom built pc. I receved it around 4 days ago now and after unpacking it and plugging in all the neccesary cables I discovered that it was not displaying anything through the HDMI or DVI port (monitor is vga, using vga to dvi converter). I have tried removing the card and running from the on-board graphics which works fine. The fans of the GPU run, the motherboard beeps once which indicates everything is running correctly, however, no display or power to usb ports when using the gpu.

Could this be a bad gpu? Or something else?
