Hello.

I am trying to play NBA 2K13 on my laptop and I need to get a new graphics card to make the fps playable. It's recommended that I get one that supports Shader Model 3.0 or better.

Right now I'm running:

Windows vista

Processor: AMD Turion(tm) X2 Dual-Core Mobile RM-74 2.20 GHz
RAM: 4GB
System Type: 64-bit

So what would be the cheapest card to get this game working good? I currently have a ATI Radeon HD 3200 card. Everything looks good but I'm basically playing in slow motion.
 
I would take a look at this site and then determine if you are able to hit the mid to recommended settings. Keep in mind that your graphics card is not a gamer card its a low end card cards with 2nd numbers being 2,3,4 are all home theater designated sku's where at 5(sometimes), 6 (most of the time), 7, 8, 9 are gaming sku's.
