Downloads not completing

Im having an odd problem with a windows 7 computer. An engineer here is trying to download a 80mb+ file the file will speed along at about 200-300 kb until randomly it will stop..... For example the file is 55% done, downloading at 222kb/s and will remain like that stuck at 55% and the dl speed will usually stay the same or slowly(The course of minutes).

Ive disabled the firewall and and running SEP, never had a similar problem on windows 7 before. Any suggestions?

PS NIC card is up to date.

Could be that the other side is not responsive and time out.

I guess you excluded the possibility of server problems... Any other computer being fine on the same network (?). Cable problem?
I don't know any more than you, but... some kind of interference? Aunty Jane turns on microwave oven?
