Graphics card upgrade? Is it possible?

Hello, I am looking at upgrading my graphics card/RAM, and I was wondering if it was possible. Here are the specs: (PS, I'm away from home, so I don't know the exact specs, I will be back on Sunday)

2GB RAM
Intel Processor at 2.0GHz
Intel 4 Series Graphics

I found a used Radeon 7950 on eBay for $50, so I was thinking of buying that and 4 GB of RAM. Is it possible?

Based on this info, I now know that my motherboard, correct me if I'm wrong, can handle PCI Express x16 Graphics. Based on this, I am also looking for a new PSU, suggestions?
