Could someone recommend me a Gaming rig build please?:D

For the past two days I've been getting different opinions about gaming rig build I have a current budget of $650 I can't go any higher so could someone recommend me a build that can play games like Terra Online Wow and Skyrim/Call of Duty with max graphic and no lag. Thanks to all who help
