so i wanna get the most out of my video card. bought it a couple of years ago could anyone guide me through the best settings to tweak with in AMD Vision Engine Control Center?

Isn't it Catalyst Control Center? Maybe update your drivers for a start. Catalyst 12.4 legacy I think it the latest for HD4000 series GPUs. I'd leave AA on 4x MSAA box (drop it if you need to for particular games), and I'd disable adaptive AA. I'd also disable v-sync and triple buffering unless you're getting serious tearing - you're not gonna want to restrict performance on that kind of hardware.
