you should be good at max depending what your monitor is most likely 1080.. i would scrap that air cooler and get something better tho go liquid or a better air cooler

I think the 212 should be fine since im not intending to OC that much   never done it before!

It will play at maximum settings, but i rather get low profile ram over the vengeance with really tall heat spreaders, that card is totally overpriced, the sapphire is cheaper and with a better cooling system, also the xfx 550 core edition is cheaper, it's also a seasonic unit, but it's cheaper, i'd get a better case, like the nzxt source 220 : http://pcpartpicker.com/p/DIO6
Also worth mention, if you buy the motherboard(extreme 4) in newegg you'll get free 8GB of ram.

Im not from us or canada   my store doesnt have xfx at all! sapphire 7950 oc with boost?  

Well since you listed the parts from usa, i thought the parts were from there, the seasonic psu is a good psu, if you can't find the xfx 550 core edition, stay with that one, if the sapphire is cheaper get it.

Should i get the powercolor 7950 in boost state or stock?  

If the boost is at the same price get it, it has a higher oc.
