Memory clock not what its spossed to HELP

well i just looked up my card specs and found out my MEMORY CORE on my cpu is supposed to run at 5000 mhz but when i look on msi afterbunner or evega x it says its running at 2000 max on games not on idle so i dont know whats wrong and my card is a gtx 650 EVEGA 1gb

it dose say i need a 400w power supply but i have a 380w i dont know if thats the problem or not and my pcie is 1.0 but the card said is supposed to be on 3.0 idk if thats the problem or not .....any body know should i overclock it up to the speed its supposed toi be at or what ??? please helpo

Its "effective" 5000, actual should be around 1250.
