More about 7750 7770 bottleneck
  1. That's an extremely old CPU and it probably will bottleneck your GPU.

I'm assuming you're saying you want to play all games on ultra settings @ 1920x1080.
That will be impossible with any of those two graphics cards, The 7750 and 7770 are only mid ranged budget cards which will only play games on low-medium settings if that.

My suggestion is you get a whole new computer, because even if you upgrade your GPU you still have an old CPU and motherboard which will bottleneck.
  2. No it won't most of the time because you are using a low resolution moniter. But if you increase the resolution to 900p or 1080p then you will feel performance lags. You better buy a core 2 quad before they are totally out of market.
  3. i dont want to play at 1920x1080 but at 1280 x 1080
  4. I think the resolution is 1280 x 720. What is your screen's aspect ratio?

It can handle most games at 1080p.
