Why is my recommended resolution 1360x768? I have a modern gpu (amd radeon hd 7850), and my tv goes up to 1920x1080.

Does your monitor support HDMI? You need to connect the hdmi cable from the gpu to the monitor.

Are you sure your TV fully supports 1080p resolution? A lot of HD TVs only support up to 1080i, which means you get downscaled to 1360x768 resolution when you run a PC off them.
