What low-cost basic use computer to buy?

My grandfathers computer is messed up, it makes loud noises and takes a very long time to boot and goes very slow. So i want to find him another computer he can use, he uses the computer to only go on facebook, looking at pictures and browsing the internet (he likes to scroll the pictures on facebook very fast, he doesnt like when it takes time to load, so preferably a computer that will go fast). The computer should be already put together, i have a moniter already. just need the tower, what computer should i buy? would like to stay a $400 max
