Issue with new GPU

First of all thanks for taking the time to read my question,
Just purchased a new "MSI GTX 660ti Twin Frozr IV 2GB DDR5".

For some reason when I mount the card in the the PCI-e 16x Gen 2.0 slow it goes to windows "Enter the bios" screen makes 3 beeps then goes to a black screen with a white underscore. I have tried remounting it several times to see if that helps but no luck. My power supply is fine (Corsair TX650m).

My system specs are as follows:

Corsair Vengeance 8gb(4gbx2) DDR3 Ram
1TB 7200rpm HDD
Intel i5 2400 CPU
Corsair TX650m PSU
DVD optical drive
Motherboard is ripped out of a HP and is going to be replaced http://h10025.www1.hp.com/ewfrf/wc/document?docname=c02978278&lc=en&cc=us&dlc=en

I have an old ATI Radeon HD 6450 to use whilst this GPU is having issues.

Any help would be greatly appreciated.

I was thinking maybe it's to do with the PSU since the 6450 requires no supplemental power but the 660ti requires 2 x6 pin power.

Corsair TX series is just awesome.
Is your GPU properly connected through PSU?

You should probably run a Friends GPU in your Computer to check whether your PSU is good or Broken.
