Screen tearing even with vsync on in game and nvidia controll?

I'm new to the site so sorry if this is in the wrong place but i just have a question to why this would be happening.

specs
Athlon II X4 645 3.36GHz
8gb ddr3
Asus M4N68T-M V2 motherboard
Asus Xonar DS sound card
eVGA GTX 550TI O.C to 1025(upgraded from a hd 6670)

Game - Black ops 2

i know its not the best gaming rig but when i bought it i messed up and for the money i spent could of got one 10x better

my question is, is why am i getting screen tearing and ripling even thought my fps is locked to 60 vsync in game is on and it on in nvidia control panel?

another question is i OC'ed my gtx 550 ti to 1025 but the core clock only gets up to 1000 anyone know why this is?

oh also i am running 2 1600x900 monitors if thats any reason

your tearing might be due to the oc....reset it to default and see if the problem continues.

I had the exact same problem as you.

Completely remove the drivers the correct way and after you do that go and download the 310.70 drivers.
After you reinstall it, every thing should be fine... Atleast for me it was perfectly fine.

thanks for the input guys but i think it just has to do with the windowed fullscreen mode i turned it to normal fullscreen and it went away :/
