Problem installing Win 7x64 on new build

I just put my new build together and when I start up all I can get is my bios menu. My SSD and DRW drives show but when I boot from them nothing happens but a blank screen.

When I go to boot from my DRW drive it makes a lot of noise (doesn't sound good) and does nothing. When i boot from my SSD (Crucual m4 64GB) I get the blank screen as well.

According to my BIOS I've installed everything correctly. The only thing weird is that my Corsair 4x16GB Vengeance is set to 1300Mhz instead of 1600Mhz.

I'm running Memtest86 but I'm pretty sure the test is only for x86 systems and may not test all 16GB.

The Win 7 x64 disk is a branded OEM that I just purchased online.

is your os on the ssd, if so did you enable ACHI in the bios?
also
try setting the memory timing or manually selecting 1600Mhz memory in the bios

I can't install OS thus no OS.

SSD set to ACHI.

I will change to 1600 once I find the setting option again.

make sure that th DVD is the first boot device.
