I have an older 230 watt AT power supply that powers up with nothing connected.Years ago,it was generally considered taboo to power up a AT p.s. with no load.......
If ya don't ask..How ya gonna know.
On AT powersupply the first pin of the plug towards the mobo is a 'power good' pin, connecting it with a black ground wire might help.
My case has so many fans that it hovers above the ground 
.
