New build but issue with case usb3

I put together my new build and have a problem. My case's front panel usb 3 ports do not work. My motherboard's bios is up todate, all drivers and software installed, and all wires connected. My case is the antec 302 and it's usb3 connector is connected to my ASRock extreme6's usb 3 connector.

My usb flash drive has a light on it will flicker for a 2nd when I plug it into the usb 3 ports. Windows 7 64-bit is fully updated as well and does nothing when I plug my flash drive in.

I wrote down every driver, software app, ect that was on the CD and just downloaded the latest versions from ASRock. I checked Device Manager and have the following shown as installed and working correctly.

Intel(R) USB 3.0 eXtensible Host Controller
Intel(R) USB 3.0 Root Hub
